Rafael Palma Elementary School is situated on Dominga Street, Barangay 41, District II, Zone 6, Pasay City. Barangay 41 is also known as Barangay San Isidro. It is composed of Sandejas, Dominga, Balite, Inquimboy, Quince de Nobyember, Trece de Agosto, Buendia and San Isidro. Barangay San Isidro is situated between P. Ocampo Street (formerly Vito Cruz) and Gil Puyat Ave.; Boundary lines between Pasay and Manila and Pasay and Makati. Dominga Street, Brgy. 41 where RPES is situated, has a flat land zone and cemented road, accessible by any kind of land vehicles. The Elementary Schools in Pasay City nearby Dominga St. are Bernabe ES, Andres Bonifacio ES, Gotamco ES, Epifanio Delos Santos ES and Padre Burgos ES. More or less 50% of the residents belong to the middle class and the rest belong to below poverty line. Those who have the means enrol their children to private schools like St. Scholastica and De La Salle that are just around the community. RPES pupils were came from other Barangays- Brgy. 42, 43, 44, 45, 46, 47 and 48. Most of them came from Tramo Street where most of them belong to below poverty line. There are many business establishments in the community like eatery, restaurant, hardware, lumber store, Video City, tailoring and dress shop, drugstore, car repair shop, bank, etc..... its good community and prosperous one. Barangay 41 has a total land area of 1.2 hectares with a population of more or less 6,000. There are 1, 231 families with average of 5 members per household.
